Pikachu

Pikachu, The Mouse Pokémon. When several Pikachu gather, it is known to have their electricity build up and cause storms. It keeps it's tail raised to monitor it's surroundings. If you yank it's tail it will try to bite you. Pikachu roasts hard berries with it's electricity to make them tender enough to eat. It's tail is sometimes stuck by lightning when raised. When angered, Pikachu unleases electricity from the pouches in it's cheeks. Whenever Pikachu comes across something new, it blasts it with the electricity from it's cheeks. If you ever come across a dark berry, you can tell that a Pikachu misjudged its power. It's pouches have been known to discharge at night whilst Pikachu is asleep, it also discharges electricty when dozey after waking up.

Strategy Using Pikachu

Pikachu, one of the most popular Pokemon of the game, adored and hated by many, this Pokemon is probably the most well known Pokemon of them all.
With the Light ball attached, this doubles Pikachu's Special attack, and with already decent speed, it should be considered if you want to include a few more special based moves on Pikachu.
Although Pikachu may have good speed, and can get around its low special attack, Pikachu has poor defenses and with these, it will be at great risk from powerful moves such as Earthquake.
Pikachu doesn't learn that many special moves, nor do I think a thunder dancing Pikachu would be suitable with such low defenses. It would be better suited as a semi annoyer/sweeper.
Yes, you can get a surfing Pikachu, its available as a Pichu from Pokemon Box (thanks to Onimusha for reminding me). This will come in handy against most rock/Ground Pokemon used against it. Although, if you can't get hold of a Surfing Pikachu, HP Ice will work just as well, if you can't get either, go with Encore as a staller for time.
Thunderwave is very effective to paralyse your opponent and along side Attract, it should give you a greater chance of surviving some turns to use Pikachu to its full potential.
Also, a word to one person in particular on the forums, don't post movesets that rely on pure power instead of strategy and don't give them obsurd hold items such as "Ultra ball"

EV Corner:

Max out the EVs in Special Attack & Speed for Pikachu with any remaining in Special Defense

Strategy Against Pikachu

Pikachu' Defenses are both below average. It's Physical is Lower however so a Physical Volley or a Ground Volley should work.

A good Contest Moveset for Pikachu would have to be this for the Cool Contest best with Lonely, Adament, Naughty or Brave Nature:

If you do the attacks in this following order you should have very few problems; 1st - Rain dance, 2nd - Thunder, 3rd - Rain dance, 4th - Thunderbolt, 5th - Thunderwave/Thunder

Animé Appearences

Pikachu has had the most Animé Appearences although most are under the control of Ash. Non-Ash appearences include the Pikachu Generators in the Pokémon Centers. The Forest of Pikachu & Richie's Pikachu, Sparky, who Richie used in his battle against Ash's Charizard. Mewtwo also Cloned Ash's Pikachu and made a special Clone Pikachu.
