Like all pairs of Pokémon games, Gold & Silver have several Pokémon that are available in one game but not the other. There is one noteworthy thing here. While Teddiursa & Ursaring are exclusive to Gold & Phanpy & Donphan are exclusive to Silver, they were in the opposite games on Japanese release
