In Ruby and Sapphire there are several new legendary Pokémon, and here you will have an explanation on how to get them and what level they are at. There will be more in-depth information in the walkthrough I'll do this numerically

#193 Regirock

Regirock...part of the Regi-trio, a rock type legendary. To be able to obtain Regirock you first need to have a Wailord and a Relicanth

You need to have a pokémon that knows dig with you aswell. Now you go to Route 134, the one with the currents...come in from the east side and navigate them to the south west until you hit a bit of land thats capable of you diving into, once underwater follow the land through til you come to an inscription that looks like its in dots. Resurface there and you'll be inside a cave, go up to the inscription and read it. Then use dig. Go into the room thats just been opened up
Here make Relicanth the 1st Pokémon in your team and Wailord the last, read the inscription at the end and the caves will be opened after an earthquake. Regirock should be found in the sandstormy desert in Route 111. In the mountain, read the inscription and do the following: Go Right Twice, Down Twice and then use Strength and Regirock should appear. Its at Lv. 40 so be prepared

#194 Regice

Regice, the second member of the Regi-trio, Ice Type...After doing the above mentioned events, fly as close to route 105 as possible, most likely to Muro Town. Surf North-west and you will encounter a cave similar to the one you found Regirock in. Enter it, this task is pretty simple, go to the middle of the wall with the 'braille' inscription in it and press A, wait for a little bit and a door should appear...this could take several minutes so be patient. Go in and Regice will be there. Once again, its at Lv. 40

#195 Registeel

Registeel, the final member of the Regi-trio, Steel Type...After doing the above mentioned events, fly to the town thats to the east of the Safari Zone. Go to the Safari Zone, but instead of entering go west until you discover a staircase, go up this staircase and you'll enter another part of route 120 (where it's raining), there will be another mountain. Go into this one and once again you'll find an inscription, read it and head to the dead center of the room and use Fly. A Path to the next room should open, go into it and Registeel will be there waiting. Its at Lv. 40

#196 Latias

Latias, a Female Dragon/Psychic Pokémon. This Pokémon can only be obtained after you have beaten the elite four. She will appear randomly in the grasses of Houen so be prepared to freeze/paralyze/hypnotise her when she appears. She's only available in Sapphire and is at Lv. 40

#197 Latios

Latios, a Male Dragon/Psychic Pokémon. This Pokémon can only be obtained after you have beaten the elite four. He will appear randomly in the grasses of Houen so be prepared to freeze/paralyze/hypnotise him when he appears. He's only available in Ruby and is at Lv. 40

#198 Kyogre

Kyogre, A Water Type Pokémon. This Pokémon is only in Sapphire. You have no choice but to confront this Pokémon before the 8th gym, you'll get taken into a cave as soon as you speak to a couple of people when you enter Rune City, this is the Pokémon you saw previously against Team Aqua. Once navigated through this cave, you will encounter Kyogre and battle it. It is at Level 45 so be prepared

#199 Groudon

Groudon, A Ground Type Pokémon. This Pokémon is only in Ruby. You have no choice but to confront this Pokémon before the 8th gym, you'll get taken into a cave as soon as you speak to a couple of people when you enter Rune City, this is the Pokémon you saw previously against Team Magma. Once navigated through this cave, you will encounter Groudon and battle it. It is at Level 45 so be prepared

#200 Rayquaza

Rayquaza, A Dragon/Flying Type Pokémon. This is the Rare Pokémon in R/S. It is only obtainable after the Elite 4. Go West from Rune City and you'll hit a town...Pacifidlog City. Go North East from here (Mostly North) and you'll hit an island with a tower on it, the Sky Pillar. Go in the tower...you'll need your bike here and navigate the puzzles...these are a bit tricky but with quick timing you should be able to pull it off. Once you get to the top of the tower you will encounter Rayquaza. Its at Lv. 70 so I suggest using your Masterball if you havent already used it. If however you have, I suggest a moderately strong ice type Pokémon.

#201 Jirachi & #202 Deoxys

Jirachi, The Steel/Psychic Pokémon and Deoxys the Psychic Pokémon are Pokémon that can only be obtained through a Nintendo event. Much like Mew and Celebi were/are
