Like the previous game, Pokémon Rumble Blast hallows you to teach your Pokémon a variety of new moves through vending machines. However, unlike in the original, this isn't just through randomisation, but there are various vending machines around Toyland which allow you to teach the Pokémon certain moves, providing they have the ability to learn them.
