Lilycove City is a seaside town located in the easternmost bit of the mainland of Hoenn. It contains a massive PokéMart and a variety of other places. It also has Team Aqua's hideout located nearby

GameFreak
After you have defeated Team Aqua, GameFreak will move into the Motel in the city and, when you complete your Pokédex, will offer you a certificate.

Pokémon Contests
Pokémon Contests are a staple of Lilycove City. In Ruby & Sapphire, it features the Master Rank Contests, only accessible after beating the Hyper Rank contests in Slateport City. In Emerald, however, all ranks of Pokémon Contests are located here.

Lilycove Museum
Lilycove City also has a museum where various paintings can go. These paintings can be created of your Pokémon should you beat the Master Rank contests with a high score. If your Pokémon is made into a portrait, it will receive the Artist Ribbon.

Move Deleter
Located in a house in the northern part of the city is the Move Deleter. This trainer will delete any move from your Pokémon, including HM moves which cannot be replaced normally. This is done free of cost.

Move Tutor
At the top of the Department Store is a trainer who will teach your Pokémon Substitute. This is free but can only be taught once.
