Strategy Using Articuno
Articuno, very much like Moltres, has a limited movepool and doesn't really have what people would consider 00ber stats. In fact, its far from 00ber, in my opinion.
Articuno has better defense than offense, with a base special defense of 125 and base defense of 100, allowing it to survive attacks of most types.
The problem with this set, it has a too much of a weakness to rock types, and even with Reflect, Rock slide could do a considerable amount of damage. Same pretty much applies for steel types too.
This set is simple to understand, Toxic your opponent so it will eventually reduce its HP to zero, or your opponent will switch to a Rock/Electric/Fire type to fight Articuno (if your opponent uses a rock type, I suggest you switch)
Rest will recover any HP lost from a long running battle and Ice beam is for the sake of an attack, which it receives STAB for. Reflect is there to create a barrier between most physical attacks.
Another way to go is to use the Mind reader + Sheer cold combination, which is considered cheap as it will OHKO your opponent no matter what (well, unless he switches).
After looking at Articuno's movepool/stats, I don't find it 00ber, but it can be used as a cheap winner for battles, so if you come across someone using an Articuno, it might use the Mind Reader + Sheer cold tactic to win.

Max out the EVs in HP for Articuno with any remaining in Special Defense & Defense
Strategy Against Articuno
Articuno' Defenses are above average but it's Physical is lower so a Physical Volley or a Fire, Electric or Rock Volley should work.

A good Contest Moveset for Articuno would have to be this for the Beauty Contest best with Modest, Mild, Rash or Quiet Nature:
