Kyogre, The Sea Basin Pokémon. It has the power to create massive rain clouds that cover entire skies and bring about torrential downpours. It has saved people suffering from droughts. It is named in mythology as the Pokémon that expanded the sea by covering the land with torrential rains and towering tidal waves. It went to sleep after a cataclysmic battle with Groudon

Strategy Using Kyogre
Kyogre is the epitome of 00ber, unlike Groudon, Kyogre has an ability that works in its favour, with the stats focused in the specials and can also learn a variety of special type moves.
This set uses Kyogre's potential to the greatest, if not a little unoriginal. Calm mind boosts both Special attack and special defense, building a wall against its Grass and Electric types.
With the boost gained from Calm mind, it powers up Surf, Ice beam and Thunder. Surf gains a 50% boost in strength from the rain triggered by Kyogre's ability, and thunder becomes 100% accurate.
There is one move that can actually mess this moveset up very well, that move is Sunny day, which will weaken surf and make Thunder less accurate. So if you ever go up against Kyogre, Sunny day should help you out greatly.
As for Ice beam, it pretty much covers the grass weakness, even though they shouldn't be too much of a threat (unless they're packing sunny day + Solarbeam). When Surf is powered up with STAB and the free rain dance from Kyogre's ability, it becomes 213.75 in base power, which is gonna deal a lot of damage, even to opponent's with resistance to water types.
This pokemon, in my opinion, does not need that much skill to train, as its pretty powerful even without EV training and such. To defeat Kyogre, you can use the Sunny day as mentioned above, or strike with Physical attacks, which is its weakest of all defensive stats.

Strategy Against Kyogre
Kyogre' Defenses are above average but it's Physical is lower so a Physical Volley or a Grass/Electric Volley should work.

A good Contest Moveset for Kyogre would have to be this for the Cool Contest best with Lonely, Adament, Naughty or Brave Nature:
