Victini

Victini, the Victory Pokémon. This Pokémon brings victory. It is said that Trainers with Victini always win, regardless of the type of encounter. When it shares the infinite energy it creates, that being's entire body will be overflowing with power.

Overview

The Victory Star comes into action! Victini is infamously known for having access to V-Create which is an unique signature move that allows him to nuke anything into smithereens that is not immune or resistant to Fire. It's whooping 180 base power makes it a powerful nuke capable of even denting resisted switch-ins. However while Victini's defensive stats are decent enough to let him take on Pokemon like Clefable and Scizor, once it clicks V-create, this reduces its defenses and Speed making it easy for it to get revenge killed or taken advantage from with the stat drops. Despite this, Victini is still a solid pick to wallbreak the opponent's team and it has the right movepool to succeed.
Positives
Victini has balanced stats all across the board which grants it decent bulk and a decent Speed tier.
It's signature move V-Create is a devastating and powerful nuke which makes Choice items excellent options to use with Victini as its side effects will make Victini switch out anyways
Victini gains access to decent coverage moves such as Bolt Strike and Fusion Bolt (event exclusive) while having access to a decent movepool with Trick, U-turn, Final Gambit, etc.
Negatives
Victini's offensive stats are not impressive and outside clicking V-Create, it will find a hard time doing damage with its other moves as it heavily relies on scouting and good prediction in order to succeed.
V-Create's side effect which reduces its Speed and Defenses makes Victini extremely vulnerable as it opens an opportunity for an opponent to set up after V-Create's use.
As a Fire type, Victini has severe issues switching into the opponent with Stealth Rock and it cannot afford to use Heavy Duty Boots due to how average his attacking stats are without a Choice item.

Jolly Nature

Victini's sole purpose in life is to nuke something into smithereens with V-Create and then run away like if nothing happened because it cannot afford to stay longer on the field after its use due to the move's side effect of reducing both of its defenses and its Speed stat. U-turn allows Victini to cautiously scout the opponent's response to it and regain momentum by switching into another teammate where it can find an opening to click V-create on the right opportunity. I have to say, the other two moves are pretty much filler moves considering that Victini will want to spam U-turn and V-create 90% of the time. Bolt Strike is the best coverage move it can gain access to because it hits Slowbro, Slowking and Toxapex very hard while preventing them from having free switch-ins into V-create due to Regenerator. Glaciate also deserves a mention as even with the -SpA reducing nature, this allows Victini to cripple Garchomp and Dragonite on the switch-in by reducing their Speed stat. However, due to how rare it can be to obtain a Victini with Bolt Strike and Glaciate since it was restricted to an in-real life japanese movie distribution event, you can run Final Gambit which allows Victini to take down its opponent with its HP stat but comes at the cost of sacrificing our little red friend. So much for achieving victory at any cost. Trick makes Victini very threatening against stall teams as it allows it to cripple a potential switch-in like Hippowdon and Swampert locking them into a single move. Zen Headbutt deserves a mention as it can serve as a more spammable 2nd STAB Victini can use without fearing the drawbacks of V-create.

DYNAMAX:
Dynamaxing will help you do some more compelling damage if you manage to last all three turns. If you can set up Sun with a Max Flare, you can then destroy so much with V-Create afterwards.

EVs and Items:
Victini will need to be as fast as possible along with a Jolly nature because it will want to outspeed targets such as Weavile, Dragapult and Cinderace. Max Speed and Max Attack along with a Choice item maximizes its wallbreaking potential while letting Victini operate as a hit-and-run Pokemon as it will constantly switch-out due to V-create's side effects. Choice Band will make Victini significantly more powerful as even resisted switch-ins will take devastating damage from V-create while a Choice Scarf allows it to perform as a revenge killer while still having the advantage of staying for an extra turn as the Speed drop from V-create still lets him stay since it will be dropped to its original Speed stat. It's worth mentioning that Choice Scarf Victini can use 252 HP to maximize Final Gambit's damage since very few Pokemon in the game have a higher HP over base 100 and this pretty much guarantees the removal of Pokemon like Toxapex if your prediction is accurate.

Partners:
Pokemon like Rotom-Wash and Ferrothorn are two excellent partners for Victini while forming a strong Fire-Water-Grass core with it. Ferrothorn provides hazard support which limits the amount of time Victini's counters can switch into it considering V-create's wall-breaking power. It also threatens Quagsire with its Grass STAB attacks.
Rotom-Wash pairs nicely thanks to its Ground immunity and its ability to set up on other Water types with Nasty Plot. Rotom-Wash can also use Volt Switch to regain momentum in favor of Victini's team allowing it to spam V-create. Tapu Koko is a fantastic partner as it provides a boost to Victini's Bolt Strike and allows it to hit Water types and neutral hits like Heatran even harder.
Weavile pair nicely with Victini, as they both enjoy Victini removing or weakening their checks like Tapu Fini, Clefable, and Corviknight, which helps the former wallbreak and the latter sweep.
Victini also needs partners that can remove hazards because if it's using a Choice item, it will need support from the likes of Corviknight, Zapdos and Tapu Fini to get rid of them.

Other Options:
Victini can use a special set with Fire Blast, Thunderbolt and Scorching Sands since its special moveset is very vast. However, it should be mentioned that because Victini does not get a reliable set up move and its special STAB is weaker than V-create, a special Victini is easily outclassed by faster and stronger Pokemon like Alakazam or Dragapult.
Victini has decent bulk and it could use Will-o-Wisp since it also benefits from the increased accuracy of Victory Star. However, do you really want to spend your time stalling something with 5 weaknesses?
You can use Heavy-Duty boots to address Victini's hazard weakness but this comes at the price of missing out a lot of power.

Countering Victini

Slowbro is possibly the closest thing to a counter as thanks to its insane physical bulk and access to Regenerator, it can pretty much tank V-creates all day and it also has access to Slack Off to recover any damage. However, it must watch-out for Bolt Strike or Fusion Bolt as any kind of correct prediction will put a dent on it.

Toxapex is very similar to Slowbro but it should be mentioned that Toxapex hates the rare Zen Headbutt as it can dent it hard and poses a serious threat if Psychic Terrain is on the field. It also doesn't wants to switch into Bolt Strike due to its high base power and super-effective damage.

Quagsire deserves a mention due to its Electric immunity and it can also tank V-create and recover the damage. Although, it is important to note that Quagsire will most likely be forced to Recover since it can only take 3 hits at max and hazards can easily chip it down.

Revenge killing after V-create is the best way to pose a threat to the Victini player as once V-create is used, you can take advantage of the Speed drop which makes it possible for Pokemon like Hydreigon, Dragonite and Urshifu to set up or revenge kill it.

Heatran is one of the biggest roadblocks for Victini, as it is immune to V-create and takes neutral damage from its other moves except for Scorching Sands. Although due to its lack of recovery, it can be overwhelmed by Victini.
