Mr. Rime, The Comedian Pokémon. It's highly skilled at tap-dancing. It waves its cane of ice in time with its graceful movements. Its amusing movements make it very popular. It releases its psychic power from the pattern on its belly.
Overview
Mr. Mime of all Pokémon getting a regional variant and evolution based on Charlie Chaplin was probably the last thing on anyone’s minds, but that is how we got Mr. Rime. Sadly, while the increase in Base stats is nice, the reduction in Speed and changing from a Fairy subtype to an Ice subtype hurts Mr. Rime a lot. Its balanced stats do work well with the expansive movepool expected of most first-generation Pokémon, but its poor typing, situational abilities and below average speed all sum up to a class act outstripped by its competition.
Positives
Mr. Rime has an expansive movepool, with numerous coverage and support options that other Pokémon would love to have.
Above average bulk enables Mr. Rime to take a hit or two
Valuable Ice STAB coupled with above average Special Attack allows Mr. Rime to do some damage.
Negatives
Ice Psychic typing is horrible, giving Mr. Rime plenty of weaknesses and preventing it from using its bulk to the fullest.
Base 70 Speed is not horrid, but plenty of Pokémon still surpass that benchmark

Timid Nature
A Pseudo Double Dance set that provides utility to the team. Rapid Spin combined with Screen Cleaner acts as a pseudo-Defog, clearing the field for Mr. Rime's teammates or setting up its own sweep, as Rapid Spin also patches up Mr. Rime's lacking Speed. Once the enemy team has been sufficiently weakened, Nasty Plot after a Rapid Spin turns Mr. Rime into a massive threat while preventing it from being completely useless against dedicated sponges. STAB Freeze Dry and Thunderbolt form a BoltBeam combo with massive neutral and super effective coverage, preventing Mr. Rime from being easily walled once it is setup.
DYNAMAX:
Mr. Rime does not make a good Dynamax sweeper, unable to escalate effectively while Dynamaxed. While the power and bulk increase is useful after setting up, that are better candidates to Dynamax outside of niche situations.
EVs and Items:
Max Special Attack and Speed to give Mr. Rime as much power as possible. Heavy Duty Boots is mandatory for a Rapid Spinner, as Mr. Rime is eaten alive by entry hazards without them. Timid Nature ensures Mr. Rime outspeeds up to Base 128 Pokémon after a Rapid Spin, while Modest only outspeeds up to Base 112 Pokémon.
Other Options:
Ice Beam/Blizzard -Stronger Ice attack options, but lack the extra coverage of Freeze Dry
Focus Blast/Psychic -Unreliable, but answers Steel types, and pairs well with Psychic STAB for wide neutral coverage.
Baton Pass -Pass a Speed boost to a partner while pivoting after a Rapid Spin.
Partners:
Mr. Rime is deathly afraid of Knock Off, so having teammates that can absorb Knock Off are great. Scrafty stands out, resisting most of Mr. Rime's weaknesses and providing additional bulk with Intimidate, while being a physical attacker to Mr. Rime's special. Guzzlord is another great pivot option for Mr. Rime, resisting most of its weaknesses, albeit sharing a Bug weakness. Other Fighting and Dark types also perform well at this role, forming the start of a Fighting/Dark/Psychic core.

Calm Nature
Full Support Mr. Rime, trading offense for bulk and disrupting opponents. Rapid Spin and Screen Cleaner is a good combination in clearing away disadvantageous field conditions, while Slack Off keeps Mr. Rime healthy so it can perform this repeatedly throughout a match. Toxic prevents Mr. Rime from being completely passive and punishing most walls. Encore enables Mr. Mime to act as a safe pivot, locking an opponent into a move and ensuring that Mr. Mime’s teammate can get in safely.
DYNAMAX:
Don’t. This set is completely passive. There is no reason to Dynamax Mr. Rime.
EVs and Items:
Max HP and Special Defense to make Mr. Rime as bulky as possible on the special side, given its great stats there. Defense investment is worth consideration, but given how most of Mr. Rime’s weaknesses are largely physical, it is very difficult to perform any physical walling. Heavy Duty Boots are mandatory for Rapid Spinners. If forgoing Rapid Spin, Leftovers can be considered for continual recovery.
Other Options:
Freeze Dry -Mr. Rime doesn’t need to be completely passive, and even uninvested, STAB Freeze Dry has great coverage.
Healing Wish -Alternative over Encore, if Mr. Rime’s duty is done, it can bring a hinderd teammate backup to full with a Free Switch in.
Partners:
As this set lacks any ways of dealing with Steel types, anti-Steel (and to a lesser extent, Poison) support is valued. Magneton is the perennial anti Steel type, albeit stacking Fire weaknesses. Quagsire threatens Steel types with STAB Earthquake, spreads Burns with Scald and has the physical bulk to compliment Mr. Rime’s special bulk. Muddsdale threatens most Steel and Poison types, has massive physical bulk, and is a credible physical threat that can capitalize on an Encore or Healing Wish.
Countering Mr. Rime
Mr. Rime has many exploitable weaknesses with only above average bulk to compensate, meaning it is relatively easy to knock out. Knock Off is fantastic, as if it doesn’t outright OHKO Mr. Rime, it will deprive it of its item, most likely Heavy Duty Boots, preventing it from contributing to its team.
If Mr. Rime isn’t running Focus Blast, Steel types fare well against it, as none of its other coverage does appreciable damage without a boost. Metagross and Scizor stand out with Bullet Punch, able to maim, if not outright KO a weakened Mr. Rime regardless any speed boosts it accrues, while Doublade blocks Rapid Spin attempts..
