Qwilfish

Qwilfish, The Balloon Pokémon. To Fire it's poison spikes, it has to drink over 2.6 gallons of water at once. It's spikes developed from scales. They inject a toxin which causes fainting. When faciing a larger opponent, it swallows enough water to make it the size of that opponent. It finds swimming somewhat challenging.

Battle Moveset

A Good Moveset for Qwilfish would have to be this:

Attacks:

Swords Dance
Return
Shadow Ball
Sludge Bomb

Items Attached:

Salac Berry

Preferred Nature:

Jolly

Strategy Using Qwilfish

Qwilfish has above average attack and its speed isn't too bad either. This moveset is to increase Qwilfish attack strength with Swords dance and sweep away with the moves Return, Shadow ball, Sludge bomb.
Sludge bomb gets a boost from STAB too. Qwilfish suffers from poor special defenses, and this is where most of its weaknesses lie, e.g Psychic, Electric.
For its Ability I suggest poison point since Qwilfish hasn't got Rain dance on its moveset to make swift swim effective. Unless this pokemon is switched out into a situation where it is raining, then I suggest you don't have swift swim on this pokemon.
There is other variations of this moveset you may want to use. Like, if you want to focus on speed more than power, Rain dance/Hydro pump/Shadow ball/Sludge bomb, with the ability of Swift swim.
The nature is intended to boost Qwilfish's speed and with Max EV's into its speed stat, its chances of launching attacks first is increased. Overall, Qwilfish is an average physical sweeper, but there are better sweepers available so, whatever you pick is your choice.

EV Corner:

Max out the EVs in Speed & Attack for Qwilfish with any remaining in Special Defense

Strategy Against Qwilfish

Qwilfish's Special Defense is Low as is it's Defense. Your best bet though it to go with Special Attacks and Super Effective ones like Electric Type or Psychic type

Contest Moveset

A good Contest Moveset for Qwilfish would have to be this for the Beauty Contest best with Modest, Mild, Rash or Quiet Nature:

Attacks:

Rain Dance
Hydro Pump
Bubblebeam
Destiny Bond

Items Attached:

Blue Scarf

Strategy Using Qwilfish

If you do the attacks in this following order you should have very few problems; 1st - Rain dance, 2nd - Hydro pump, 3rd - Rain dance, 4th - Bubblebeam, 5th - Destiny bond
