At the top of Route 10 you'll notice a gap in the wall letting you fish in the water. Later, with Surf, you'll be able to travel on the water to get to the Power Plant to the south. You're now ready to enter the Rock Tunnel after making a stop by the Pokémon Center and teaching the Flash HM to one of your Pokémon
