Head into the Watchtower in Route 18 to find a guy trying to trade you a Pokémon. In Red & Blue if you trade him a Slowbro he will trade you a Lickitung.
After exiting the Watchtower there are 3 Trainers in some wild grass below the Watchtower.
After gaining some more experience head towards Saffron City
