Blastoise

Blastoise, The Shellfish Pokémon. It is a brutal Pokémon with pressurized Water Jets on it's shell. They're used for high speed tackles. Once it takes aim, it blasts out water with more force than a full power fire hose. It deliberetly makes itself heavy so it is capable of withstanding the recoil of it's Water Jets. The Water it shoots from its jets are so powerful that it can blow holes through thick steel. It's Water spouts are very accurate. They can shoot bullets of water with enough accuracy to strike empty cans over 165 feet away.

Battle Moveset

A Good Moveset for Blastoise would have to be this:

Surf
Counter
Ice Beam

Strategy Using Blastoise

Blastoise, the Pokemon with the defenses greater than its offensive stats. It also learns quite a few moves for it to be a tank or sweeper.
Just a little mention before going too much into detail with this moveset, Ice beam could be replaced with Protect since you may want to get an idea of what moves it may use.
Counter could be replaced with Rest and instead of leftovers, a Chesto berry could be included to avoid the two turn sleep condition that might do more harm than good.
Mirror coat is an obvious must due to its high special defense, it should survive at least one special attack, and with Mirror coat, it would be able to deal quite a bit of damage.
Also, don't rule out Haze on this somewhere, which will eliminate any of your opponent's attempts of powering up to sweep Blastoise away.
As for surf, its required for the STAB boost and in case you need it, like when Mirror coat/Counter will not help. As its weak to Grass and Electric type moves, you may find it easy to predict when to use Mirror coat.
Of course Blastoise is a good Pokemon, it has excellent defenses and not too bad offensive stats, it could be used with moves like Body slam for its paralysing effects. Or even put Toxic on that moveset somewhere.
So Blastoise, good Pokemon, great potential, excellent movepool and good stats, mix and match moves that will suit the team you have.

Max out the EVs in Special Defense & Defense for Blastoise with any remaining in HP

Strategy Against Blastoise

Blastoise' Defenses are both way above average. The difference is so Miniscual its pointless doing volleys other than Electric or Grass volleys to play at it's weaknesses.

Contest Moveset

A good Contest Moveset for Blastoise would have to be this for the Beauty Contest best with Modest, Mild, Rash or Quiet Nature:

Strategy Using Blastoise

If you do the attacks in this following order you should have very few problems; 1st - Skull bash, 2nd - Hail, 3rd - Ice beam, 4th - Skull bash, 5th - Hyper beam

Animé Appearences

Blastoise has had a few Animé Appearence. First it was a Robot in the Giant Pokémon Island Amusement Park. After that, it was asleep on an Island by Cinnibar leading a civilisation of Squirtles & Wartortles. A Trainer, who went to New Island had one called ShellShocker which ended up getting Cloned by Mewtwo and lived with all the Pokémon Clones later in Johto. The Orange Crew member Cissy had one and used it in a Wave Race against Ash & His Lapras. Cpt. Aiden also had a team of Blastoise Fire-Fighters with his Squirtles and Wartortles. One was present in a Sumo Contest. Team Rocket used one in the Battle Park in a battle against Ash's Pikachu in an elaborate plan to get Pikachu. Gary also used one in his battle against Ash in the Silver Conference. Gary also left with only his Blastoise to learn how to be a Researcher. Brock's mother, Mizuho also had one and used it against Flint's Golem in a fued about what type Pewter Gym should focus on. One was a participant in a contest and Jimmy's Wartortle evolved into a Blastoise to free itself, Ivysaur & Charmeleon from Team Rocket and blew the Rockets away.
