Cerulean City is a city that borders on the top coast of Kanto, beneath a penninsula. In this city, there are few noteworthy areas, but it does give access to the special Cerulean Cave after obtaining all the badges.

On Thursdays & Sundays, Cameron the Cameraman will appear near Route 24 and will take photos of you and your Pokémon team.

Gym
The Cerulean City Gym is one of the gyms of the Kanto region. This gym is properly activated only after encountering Misty on Route 25 and retrieving the Machine Part hidden in the gym by a Team Rocket Member. Inside the gym is a swimming pool you need to navigate with Surf or you can walk around until you reach the Gym Leader; Misty. Earning the Cascade Badge does not give access to any hidden moves outside of battle.
