Move Tutors
Like most games introduced in the middle of a generation, Pokémon Black 2 & White 2 have got move tutors. These people, dotted around Unova, give your Pokémon the ability to learn moves that they cannot normally know. First there are the ones carried over from Black & White, but there are also four new tutors teaching a variety of moves
PWT - Pledge Moves
In the furthest right stall in the PWT, you will encounter a character who will teach certain Pokémon (all starters) one of the Pledge Moves if they have sufficient happiness.

The first tutor you'll meet is in Driftveil City. In this house, you will find a man who will offer to teach these moves to your Pokémon.
