Team Aqua is the blue-attired evil organization in Hoenn that aims to expand the sea. They scheme to awaken the ancient legendary sea pokemon, Kyogre, and have succeeded in robbing the Devon developed special engine starter essential for the seafloor expedition function of the Submarine Explorer 1 vessel. Team Aqua carries out missions with top secrecy, and eliminates all who have seen their faces. The team leader, Archie, disguises himself under the identity of the chief of the Hoenn TV board. Sean, Shelly and Matts were promoted to subleaders after their success in stealing the submarine engine starter. Together they are known as SSS (ThreeS).
