Cacnea, The Cactus Pokémon. It lives in arid locations such as deserts. It releases a strong aroma from it's flower to attract prey. When prey comes near it shoots sharp thorns from it's body to bring them down. The more harsh the area it lives in, the stronger the aroma of it's flower.

Strategy Using Cacnea
Cacnea, the first grass Pokemon I ever considered using in Ruby. To tell you the truth, in game, this pokemon (and its evolution) is quite helpful.
However, this moveset relies on a predominant amount of luck. Cacnea's sand veil ability used with Sandstorm can increase its evasiveness. Bright powder can also provide some useful measures to make sure Cacnea isn't hit.
Its defenses doesn't allow for it to be hit, and one hit from a super effective move would knock it out. Don't be too surprised if Cacnea doesn't last long in battle, its speed also hinders its capabilities.
Anyways, the main focus of this set is to try and set up a focus punch, possibly predict it if you think you can. With Cacnea's base 85 attack and Focus punches 150 base power, it should do quite a bit of damage.
Needle arm has a base power of 90 due to an increase from STAB, its 30% of flinching. Since Faint attack doesn't gain anything from STAB, maybe it might be best if you replaced this with a move like Leech seed or Spikes.
If luck is on your side, you could set up a Leech seed or a round of spikes, just to provide those annoying effects, even if Cacnea does faint. Attract is another possibility over Faint attack, since it will cause your opponent to become infatuated with you, increasing your chances of getting a focus punch in.
If you want to take a Cacnea down, attack with Flying, Fire, and Ice moves. Even normal damage inflicting moves could take down a Cacnea. But you shouldn't rule it out just yet, it is capable of quite a lot.
It seems we also have another replier for the potd threads too, and its someone I know all too well. Don't take what he says so seriously, he's a rather sheltered, bitter, individual who's life revolves around Pokemon. Unfortunately, he lacks intelligence so he may not grasp the comprehendable, such as, Pokemon is a game, nothing more.
Anyways, to the other, more mature repliers, your comments are always welcome. Although this set relies on luck, it can work out quite well if its successful.
The reason's for EV's into Defense and special defense is due to the fact that it sorely needs them, although if you don't agree, put them into its attack/special attack instead.

Strategy Against Cacnea
Cacnea's Defenses are both equal and below Average so many attacks should work. Fire, Ice and Flying will work wonders.
