Earn your Challenger's Ticket and go to the Justice Dojo to find Ivor but he can't battle you right now as his sister, Gwynn has gone missing and he needs your help to find her. You suggest going to Emma at the Looker Bureau to find out

Description: Asking around the city where Gwynn has been known to go and you get gestured towards Canari again. Canari is friends with Gwynn and will help you if you rematch her.

Defeat her again and she will point you to where Gwynn discussed, to where the X, Y and Z axes don't meet and talks about a Pokémon her Partner Pokémon can't beat. This gestures you towards a fountain. This fountain is the Clawitzer fountain in Bleu Sector 7

Go there and you figure out that you can go to the sewers, but there's water in the way. Use Ice Beam on the fountain to clear the way and enter the sewers.

Going through the sewers, you find a locked door and feel a Klefki has the key. After defeating the Klefki, you find its keys don't work for the area so Ivor breaks through the gate. Continue walking through the Sewers and you will figure out that there's nu culprit and Gwynn hasn't been kidnapped. She has just come to the sewers for some peace as Ivor is a lot to handle. She challenges you to a battle.
