The Terarium is much like a Safari Zone in that the Pokémon that can be found throuhghout the area aren't nartive to it. When you join the League Club and get tasks to spend your Blueberry Points on, there are four specific tasks that exist to boost the Pokémon that can be in the biome for 3,000 BP a piece
When you unlock these, the Starter Pokémon from other regions will start to spawn in the wild in the respective biome. Each biome can spawn certain starters in certain locations so be sure to select the right biome for the Starter Pokémon you desire.
